By the order No. D1-561 of 1 December 2006 the Minister of Environment of the Republic of Lithuania authorized the Fire Research Centre of Fire Safety and Rescue Department under the Ministry of Interior of the Republic of Lithuania (hereinafter FRC) to perform assessment of performance for construction products in accordance with the Construction Products Directive (89/106/EEC). The European Commission assigned FRC the identification number of a notified body - 1796.
By the order No. D1-389 of 24 May 2013 the Minister of Environment of the Republic of Lithuania replaced his order No. D1-561 of 1 December 2006 and from 2013 July 1 appointed FRC to carry out tasks of third party in the assessment and verification of constancy of performance of construction products according to the scope and functions. FRC Products Research Division (hereinafter FRC PRD) operates as a notified body and assesses performance of construction products only in accordance with Assessment and Verification of Constancy of Performance (AVCoP) system 3, exhaustively defined in the Construction Products Regulation (Regulation (EU) No. 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC).
Horizontal notification. By the order No. D1-387 of 29 April 2014 the Minister of Environment of the Republic of Lithuania appointed FRC to carry out tasks of third party in the assessment and verification of constancy of performance of construction products according to the scope and functions. FRC assumes responsibility and is competent to perform assessment of reaction to fire, fire resistance and resistance to external fire exposure to roofs of any construction product* that includes these test methods:
• LST EN ISO 1182 Reaction to fire tests for products - Non-combustibility test
• LST EN ISO 1716 Reaction to fire tests for products - Determination of the gross heat of combustion (calorific value)
• LST EN 13823 Reaction to fire tests for building products - Building products excluding floorings exposed to the thermal attack by a single burning item
• LST EN ISO 11925-2 Reaction to fire tests - Ignitability of products subjected to direct impingement of flame - Part 2: Single-flame source test
• LST EN ISO 9239-1 Reaction to fire tests for floorings - Part 1: Determination of the burning behaviour using a radiant heat source
• LST CEN/TS 1187 Test methods for external fire exposure to roofs
• LST EN 1364-1 Fire resistance tests for non-loadbearing elements - Part 1: Walls
* - in accordance with Assessment and Verification of Constancy of Performance (AVCoP) system 3, if system 3 is provided for in the harmonized technical specification (harmonized product standard or European Assessment Document) of the relevant construction product.
When Fire Research Centre of Fire Safety and Rescue Department under the Ministry of Interior of the Republic of Lithuania Products Research Division (hereinafter FRC PRD) performs tests for the products for which assessment of performance is done at a notified certification body (for example, Certification Centre of Building Products of Lithuania) in accordance with system 1 or 1+ provided in Construction Products Regulation (EU) No. 305/2011, the samples are received together with the Sample Selection Report of the relevant form prepared by the notified body and the Request (form KSD-038). In this case FRC PRD doesn’t operate as a notified body.
In case, assessment of performance is done in accordance with Assessment and Verification of Constancy of Performance (AVCoP) system 3, exhaustively defined in the Construction Products Regulation (EU) No. 305/2011, in order to perform tests and based on the test results obtain the product (products’ group) reaction to fire classification report, fire resistance classification report or classification report for roofs/roof coverings exposed to external fire, the manufacturer completes the Request for Assessment of Performance (form NKSD-126), selects production specific samples and prepares specimens himself and together with them submits the Manufacturer Declaration (form NKSD-125) presenting a detailed description of the delivered product(s) (density, thickness, composition, number of layers, etc.) and details of the selection of the product(s) (what quantity the sample was selected from, lot No., etc.). Also in this declaration the manufacturer confirms that, when determining the fire class of the product there are no specific procedures included in the production process that would condition improvement of fire safety properties, for testing presents typical products of intended or existing production and takes responsibility for ensuring a stability of attested production in the future.
Result presentation
FRC PRD issues a reaction to fire classification report in accordance with LST EN 13501-1, fire resistance classification report in accordance with LST EN 13501-2, classification report for roofs/roof coverings exposed to external fire in accordance with LST EN 13501-5 or electric cables reaction to fire classification report in accordance with LST EN 13501-6. These reports must appendix at least one or a few test reports, in addition to that there may be a test program, extended application report or any other documents reflecting the assessment of performance actions taken.
