Basis for conformity assessment of fire equipment
In accordance with Article 5 of the Law on Conformity Assessment of the Republic of Lithuania and Article 5 of the Law on Product Safety of the Republic of Lithuania, the Government of the Republic of Lithuania, by its Resolution No. 1482 of 27 December 1999, “On the Appointment of Institutions Authorized to Approve Mandatory Product Safety Requirements and Establish the Procedure for their Conformity Assessment”, in paragraph 1.10, authorized the Ministry of the Interior of the Republic of Lithuania (hereinafter referred to as the MI) to approve legal acts establishing mandatory product safety requirements and the procedure for conformity assessment for fire-fighting and rescue equipment, means and devices, fire-fighting materials, fire safety signs, and civil pyrotechnics (hereinafter referred to as fire equipment). The Minister of the Interior of the Republic of Lithuania, by its Order No. 407 of 18 October 2000, “On the Approval of the Rules for Conformity Assessment of Fire and Rescue Equipment, Fire Safety Equipment and Fire Fighting Means, and Fire Automation Equipment” (hereinafter referred to as the Rules) instructed the Fire Protection and Rescue Department under the Ministry of the Interior (hereinafter referred to as the FPRD) to organize the conformity assessment of fire equipment in accordance with the aforementioned Rules. The Director of the FPRD, by Order No. 113 of 9 November 2001 “On the Assignment to Conduct Conformity Assessment of Fire Equipment and Granting of Authorization to Sign Conformity Certificates of Fire Equipment”, instructed the Fire Research Centre to conduct the conformity assessment of fire equipment and issue certificates of conformity of fire equipment.
Scope of conformity assessment of fire equipment
In the Republic of Lithuania, the conformity of fire equipment is assessed by the Conformity Assessment Division of the Fire Research Centre in accordance with the conformity assessment scheme approved by the Rules. The Minister of the Interior of the Republic of Lithuania, by Order No. 1V-535 of 11 June 2019, “On the Approval of Mandatory Safety Requirements for Fire-Fighting and Rescue Equipment, Means and Devices, Fire-Fighting Materials, and Fire Safety Signs”, established a list of fire-fighting equipment included in the scope of mandatory conformity assessment, which includes fire-fighting equipment and fire trucks, fire-fighting means, fire-fighting materials, and fire safety signs. This list specifies the name of the fire-fighting equipment, the technical specification that establishes the requirement for fire-fighting equipment, and the mandatory safety requirements.
Basis for the assessment and verification of constancy of performance of construction products not subject to harmonised technical specifications
In accordance with Article 21(3) of the Law on Construction of the Republic of Lithuania and the Technical Regulation on Construction STR 1.01.04:2015 “Assessment, verification and declaration of constancy of performance of construction products not subject to harmonised technical specifications. Designation of testing laboratories and certification bodies. National technical assessments and designation and publication of technical assessment bodies”, approved by the Minister of the Environment of the Republic of Lithuania by Order No. D1-901 of 10 December 2015 “On the approval of the Technical Regulation on Construction STR 1.01.04:2015 “Assessment, verification and declaration of constancy of performance of construction products not subject to harmonised technical specifications. Designation of testing laboratories and certification bodies. National technical assessments and designation and publication of technical assessment bodies””, the Minister of the Environment of the Republic of Lithuania, by Order No. D1-871 of 27 November 2013 “On the designation of bodies performing third-party tasks in the assessment and verification of constancy of performance of construction products”, designated the Fire Research Centre to carry out the assessment and verification of constancy of performance of construction according to system 1.
In accordance to Article 11, Part 2, Point 10 of the Law on Construction of the Republic of Lithuania, Sub-paragraph 2.5.10 of the Resolution of the Government of the Republic of Lithuania No. 280 of 26 February 2002 “On the Implementation of the Law on Construction of the Republic of Lithuania” and the Technical Regulation on Construction STR 1.01.04:2015 “Assessment, verification and declaration of constancy of performance of construction products not subject to harmonised technical specifications. Designation of testing laboratories and certification bodies. National technical assessments and designation and publication of technical assessment bodies”, approved by the Minister of the Environment of the Republic of Lithuania by Order No. D1-901 of 10 December 2015 “On the approval of the Technical Regulation on Construction STR 1.01.04:2015 “Assessment, verification and declaration of constancy of performance of construction products not subject to harmonised technical specifications. Designation of testing laboratories and certification bodies. National technical assessments and designation and publication of technical assessment bodies””, the Minister of the Environment of the Republic of Lithuania, by Order No.D1-871 of 27 November 2013 “On the designation of bodies performing third-party tasks in the assessment and verification of constancy of performance of construction products” The Director of the Public Institution Construction Sector Development Agency, by Order No. II-20-(13.4Mr) of 13 August 2025 “On Amendment to Order No. BV-24-157 of the Director of the Public Institution Construction Sector Development Agency of 22 October 2024 “On the Appointment of Bodies Performing Third-Party Tasks in the Assessment and Verification of Constancy of Performance of Construction Products” designated the Fire Research Centre to carry out the assessment and verification of constancy of performance of construction products according to system 1.

Prices for conformity assessment work
The prices for conformity assessment work performed at the Fire Research Centre in 2026 were approved by the Director of the Fire Research Centre of 12 February 2026 by Order No. 1-6 "On approval of prices for fire equipment conformity assessment work in 2026", in accordance with the calculation methodology approved by Order No. 1-70/2021 (1.4 E) of the Director of the Fire Protection and Rescue Department under the Ministry of Interior of 1 February 2024 "On approval of the methodology for calculating prices for conformity assessment work performed at the Fire Research Centre, participation in production conditions assessment audits and/or performing other tasks" and Order No. 1-3 of the Director of the Fire Research Centre of 10 February 2026 "On approval of the Centre's hourly rate, cost and asset growth coefficients, costs for administering the Centre and the average prices per kilometer of official and special cars for 2026" and Order No. 1-10 of the Director of the Fire Research Centre of 5 February 2024 "On the approval of the values of the time costs for carrying out the conformity assessment procedure (nds) and the complexity coefficient (ks) of the product whose conformity is being assessed".
Consideration of complaints
The applicant's complaints (dissatisfaction expressed in writing with the decisions taken by the Conformity Assessment Division (hereinafter referred to as the CAD) or with the quality of the work performed) are registered in the Complaints Registration Journal of the CAD Quality Manager. Complaints are accepted only regarding products and certification work certified/performed by the CAD.
After registering the received complaint, within 15 working days, the CAD Head calls the CAD employees, who are informed about the receipt of the complaint and jointly clarify in detail all the circumstances related to its occurrence and, if necessary, review the results of the certification work. The applicant is not invited to consider the complaint. To consider the complaint employees or managers may not be appointed if there is any relationship that may compromise the impartiality of the investigation.
If the applicant's complaint is recognized as justified, methods and means are provided for satisfying the applicant's complaint. The applicant is informed in writing about the decision made and the deadlines for its implementation within 3 working days from the date of consideration of the complaint.
After all work related to the consideration and satisfaction of the complaint is completed, the corrected certification material is issued to the applicant, and if this is related to the amendment of the resolution on the non-issuance of a certificate, the Coordination Council is informed about this.
An applicant who is dissatisfied with the decisions taken by the CAD has the right to file an appeal (an appeal is an application by the provider of a conformity assessment object to a conformity assessment body for a review of the decision taken by that body regarding this object) to the Coordination Council, which must ensure the impartiality of the appeals process. The Coordination Council shall form an Appeals Commission, which shall examine the appeal and provide the appellant with a written notification of the conclusions of the appeal and the methods for reaching a decision. Employees, including those performing leading work, may not be involved in the examination of appeals if they have been related to the object of the appeal for the past 1 year.
The CAD quality manager collects and analyses information received from manufacturers about consumer complaints regarding the quality of services. The collected information is used when planning supervisory inspections in production.
