Order of assessment of performance
Request submission, sample selection and acceptance
When Fire Research Centre Products Research Division (hereinafter FRC PRD) performs tests for the products for which assessment of performance is done at a notified certification body (for example, Certification Centre of Building Products of Lithuania) in accordance with system1 or 1+ provided in Construction Products Regulation (EU) No. 305/2011, the samples are received together with the Sample Selection Report of the relevant form prepared by the notified body and through the electronic application system https://epaslaugos.gtcbst.lt/ submitted Request (form KSD-038). In this case FRC PRD doesn’t operate as a notified body.
In case, assessment of performance is done in accordance with Assessment and Verification of Constancy of Performance (AVCoP) system 3, exhaustively defined in the Construction Products Regulation (EU) No. 305/2011, in order to perform tests and based on the test results obtain the product (products’ group) reaction to fire classification report, fire resistance classification report or classification report for roofs/roof coverings exposed to external fire, the manufacturer through the electronic application system https://epaslaugos.gtcbst.lt/submits Request for Assessment of Performance (form NKSD-126), selects production specific samples and prepares specimens himself and together with them submits the Manufacturer Declaration (form NKSD-125) presenting a detailed description of the delivered product(s) (density, thickness, composition, number of layers, etc.) and details of the selection of the product(s) (what quantity the sample was selected from, lot No., etc.). Also in this declaration the manufacturer confirms that, when determining the fire class of the product there are no specific procedures included in the production process that would condition improvement of fire safety properties, for testing presents typical products of intended or existing production and takes responsibility for ensuring a stability of attested production in the future.

The manufacturer must prepare the specimens following the requirements of relevant regulations or, with the consent of the laboratory, present samples in such amount from which the specialists of FRC PRD could prepare specimens of necessary dimensions for extra fee. After the manufacturer delivers the test specimens or the amount of the samples required for the specimens’ preparation, the employee of FRC PRD makes sure of the object suitability and completes the bottom (highlighted) part of the respectively Request or Request for Assessment of Performance. Before starting performance of the tests, both parties sign a Contract of Work Performance (typical form EN). Referring to the terms and conditions of this contract the manufacturer agrees that the offered tests methods are acceptable to him for assessment of particular fire class of his product, and the Director of FRC confirms that FRC PRD can perform the tests in accordance with the methods selected and do assessment of performance in a proper manner. In case of the test method change or additional tests are required the confirmation is repeated.
